The breach of a saddle dam at the 410 MW Xe-Pian Xe-Namnoy hydro project under construction in southern Laos has, according to the Lao Government, killed at least 11 people and left more than 7000 homeless. The project's Saddle Dam 'D' failed on the night of 23 July, releasing 0.5 x 10~9 m~3 of water from one of the project's two reservoirs in Attapeu province. As we went to press, rescuers were searching for more than 120 people still missing from the six villages destroyed immediately downstream of the dam.
