The ultimate success of Dodd-Frank's drive to push swaps on to exchange-like platforms looks set to be determined by a forthcoming decision over the legal status of packaged swap transactions. The CFTC has requested industry comment following an application from the IntercontinentalExchange to consider multi-legged swaps as block trades, which would allow them to be executed off-exchange if they are above a certain size.
