New capital and regulatory requirements for European commodity firms trading in derivatives are set to cost billions of euros at a time the industry is already under intense pressure, industry experts claim. The new rules, published in regulatory technical standards for the Markets in Financial Instruments Directive on September 28, measure how much of a firm's derivative activity should be deemed "ancillary" to its main business and therefore exempt from a host of transparency, trading, reporting and capital requirements.
