Issuers rush to beat NDRC clock

Chinese issuers rushed to sell bonds last week ahead of the expiry of their offshore debt issuance quotas at the end of the quarter, but met with mixed results. Two borrowers managed to complete offerings ahead of the deadline, but more were unable to launch deals given the weak market. They will forfeit their quotas unless they secure extensions from the authorities.
