Brussels—The European Commission Nov. 28 announced it had made decisions on 11 of the National Allocation Plans (NAPs) submitted by EU countries for the second phase of the bloc's carbon dioxide emissions trading scheme (ETS).rnHowever, the Commission refused to give further information on the decisions, pending a coordinated information release scheduled for 12:00 Central European Time Nov. 29.rnThe 11 plans the Commission will discuss are from France, Germany, Greece, Ireland, Latvia, Lithuania, Luxembourg, Malta, Slovakia, Sweden, and the United Kingdom.
