Bogota—In response to a predicted "water crisis" caused by water pollution, Costa Rica is developing pollution-control legislation based on the principle of having polluters pay for the social and environmental costs of their waste.rnAccording to the legislation's introduction, "command and control" antipollution policies have failed, and much of the nation's water resources are almost too dirty for human consumption or irrigation.
