Australia Proposes Trading Regime to Begin In 2010; Final Decision Likely by End of Year

Australian Climate Change Minister Penny Wong July 16 unveiled the Australian government's preferred design for an emissions trading scheme that would start in 2010 and impose obligations on about 1,000 facilities that jointly account for about 75 percent of the country's greenhouse gas emissions. Following public comment, the government will release by the end of the year its final decisions on scheme design and draft legislation to establish the trading regime. The government will also specify by year's end its emissions-reductions target for 2020 and the details of the approach it will use to ensure the annual trading scheme emission caps put Australia on a path to meet it 2020 national target.
