The first major round of U.N.-sponsored multilateral climate change talks this year got under way March 31 in Bangkok with Yvo de Boer, the United Nation's top climate change official, casting the process of reaching agreement on a post-Kyoto Protocol process as in a stage of "goal-setting." The Bangkok talks-officially titled the Ad-hoc Working Group on Long-Term Cooperative Action under the U.N. Framework Convention on Climate Change and the Working Group on Further Commitments for Annex I Parties Under the Kyoto Protocol-feature 1,800 delegates, representatives, and observers from 163 countries. The talks conclude April 4.
