摘要

International law is inadequate to deal with the millions of people forecast to become environmental exiles because of escalating effects of climate change, a group of London-based lawyers said. Joy Hyvarinen, executive director of the Foundation for International Environmental Law and Development, said that under existing international law, countries are obliged to protect and care only for cross-border refugees who were forced to flee because of political, racial, or religious persecution. Foundation members provide legal aid and pro bono services to small countries and communities that face environmental impacts.
