An international treaty requiring public disclosure of polluting activities by industry, agriculture, and other sectors will go into effect in October, a U.N. agency said July 17.rnThe Protocol on Pollutant Release and Transfer Registers will enter into force Oct. 8 after France became the 17th country to ratify the protocol, the U.N. Economic Commission for Europe (UNECE) said.rnDespite falling under the aegis of UNECE, both the protocol and the underlying the Aarhus Convention are open to all U.N. members, including non-European nations. At this stage, however, no country outside Europe has signed or ratified the protocol, including the United States.
