EU Updates Greenhouse Gas Reporting Rules To Include Sectors Joining Trading Scheme

The European Commission Sept. 21 published a technical regulation amending guidelines on the monitoring and reporting of greenhouse gas emissions by participants in the bloc's Emissions Trading System (ETS). The regulation, which the Commission finalized in August (Decision 2011/540/EU), updates the guidelines to include activities that will be covered by the ETS for the first time in its third phase, which runs from 2013-2020. It amends a 2007 regulation (2007/589/EC) that established consolidated guidelines for monitoring and reporting emissions, taking into account the experience of the first years of the ETS, which began in 2005. Activities to be added in 2013 include the production of bulk organic chemicals and the processing of primary aluminium. The definition of "combustion" of fuel in the ETS will be extended to include a wider range of processes. The regulation also adapts the wording of the guidelines to reflect the inclusion of aviation in the ETS, which starts in January 2012.
