U.S. Legislator Introduces Bill to Preserve Ability to Finance Overseas Coal Plants

Rep. David McKinley (R-W.Va.) has introduced legislation (H.R. 3570) that would prohibit the U.S. from following guidance that effectively ends the ability to publicly finance new coal-fired power plants overseas. Under the bill, the U.S. would have to disregard revised technical guidance released Oct. 29 by the Treasury Department and would also be prohibited from following "any other document issued subsequently by the Secretary that sets forth policies, strategies, procedures, or positions substantially similar to the policies, strategies, procedures, and positions set forth" in the October guidance.
