European Commission Proposes to Bring All Flights Across EU Territory Back Into ETS

International airlines such as American Airlines, Delta and United would be included again in the European Union's Emissions Trading System (ETS) as of Jan. 1 for the portions of their flights that take place in EU airspace, under a proposed directive published by the European Commission Oct. 16. All flights to, from and between EU airports were originally included in the ETS as of Jan. 1, 2012, under a 2008 EU law (2008/101/EC). However, after protests from many countries, including China, Russia and the United States, and following a promise that the International Civil Aviation Organization (ICAO) would take action on greenhouse gas emissions from aviation, the EU adopted a "stop-the-clock" decision and suspended the inclusion of intercontinental flights (36 INER 331, 3/13/13).
