China slashed its forecasts for offshore wind power by 60 percent, an acknowledgment that installations are being held up by the cost and complexity of the technology. The nation is expected to install about 2,000 megawatts of capacity by 2015 and 10,000 megawatts by 2020, the National Energy Administration estimates. That's less than the ambition in 2011 to generate 5,000 megawatts of power from offshore turbines by 2015 and 30,000 megawatts by 2020, enough for 32 million homes.
