While German industry leaders and wind energy representatives were largely satisfied with the amendment to the law governing Germany's transition to green energy adopted April 8 by the country's Cabinet, environmental groups and analysts said it would do little to rein in rising energy costs and could scare off small investors. The German government adopted the far-reaching amendment to the Renewable Energy Sources Act (EEG) in a bid to curb rising energy prices and create a more "market-oriented" approach to the expansion of green energy. But compromises hammered out during negotiations among federal states, representatives from the renewable energy sector, energy-intensive industry and the government watered down some of the tougher proposals.
