As China continues to reel from severe pollution problems and public concern grows over the lasting effects of unprecedented development, the country's slow pace of bureaucratic reform is hampering potential action. There were expectations in recent months that the National People's Congress (NPC), at its annual March meetings in Beijing, would pass amendments to strengthen the country's Environmental Protection Law (EPL) , particularly to remove limits on fines, allow greater public participation and transparency, and codify stipulations on filing environmental public interest lawsuits.
