After quickly digesting 66 additions to its negotiating text, the United Nations Framework Convention on Climate Change released a new document in the early hours of Oct. 20 on what could become the world's first agreement to fight climate change, this time with a heavier emphasis on issues pushed for by developing countries. The new document-the fourth iteration this year-is 34 pages long compared to 20 for the previous version. It added new language on ways to help poor nations adapt to climate change, on the Loss and Damage concept that could require developed countries to pay poor nations for some damages caused by historic emissions, climate finance, transparency, and a long-term goal. But it also nearly quadrupled the number of contentious sections that will have to be resolved in the version unveiled early this month by negotiation co-chairmen Ahmed Djoghlaf and Daniel Reifsnyder (38 INER 1361, 10/7/15).
