Bloomberg BNA: Why was the Industrial Safety and Environmental Protection of the Hydrocarbons Sector Agency (ASEA) established and what is its role? Carlos de Regules: When the new laws were debated in 2013, our Congress recognized that implementing this energy reform would mean increased investment in the oil and gas sector and, as a result, the risks associated with this industry would greatly increase. In response, Congress created a very professional and highly specialized set of regulations in the new laws to address the risks that the new oil and gas activities would bring. These new regulations included creating ASEA as a separate agency within the Environmental Ministry.
