TransCanada Pipelines Ltd.'s controversial C$12 billion ($9.2 billion) Energy East pipeline project poses greater environmental and economic risks in Ontario than the "modest" economic benefits it could offer the province, the Ontario Energy Board said in an Aug. 13 report. While project approval rests with the federal government, the provincial energy regulator said its comprehensive review of the pipeline's impact in Ontario will inform the provincial government's interventions before the National Energy Board. "The primary concerns of Ontarians are about pipeline safety and the impact of Energy East on their lakes, rivers and drinking water in the event of a spill," Ontario Energy Board Chairwoman Rosemarie Leclair said. "Our review has also determined that the economic benefits for the province are likely to be modest."
