Countries that delay submitting carbon- cutting pledges to the United Nations this year could put the success of global climate talks at risk, according to Bangladesh's negotiator. Before talks start, nations will have the opportunity to assess each others' plans and late delivery could hamper the negotiations later this year in Paris, Qua-mrul Chowdhury said in London.
