As we have argued before in these pages, the COVID-19 crisis presents governments with an invaluable, "double-whammy" opportunity both to tackle climate change and stimulate desperately-needed economic recovery. This conviction now seems to be sweeping the board politically, shaping a new consensus that is taking centre stage at high-profile political events everywhere. Boris Johnson made it the centrepiece of his address to the Conservative Party Conference last week, declaring that Britain would become a world leader in clean electricity generation, the "Saudi Arabia of green energy". Ed Davey had already done much the same at the Liberal Democrats' event two weeks before. Joe Biden is putting it at the forefront of his Democratic bid for the White House, with a $2 trillion plan for a Green Energy Revolution-a plan he made much of in the recent Presidential Debate. Even China is making similar noises, committing to carbon neutrality by around the middle of this century, alongside the EU, Britain and a range of other countries.
