By Mail: Three copies of the manuscript, accompanied by a covering letter, should normally be submitted to a member of the Board of Editors whose office is situated in the country of the paper's origin. If there is no such editor, or if special obstacles preclude to any of the above, the manuscript should be sent to the Editor-in-Chief, who will then forward it on as appropriate. The editor who communicates the paper for publication thereby accepts responsibility for its general high standard, but not for every detail of its content.
