Alarge-scale systems design and construction effort is a complex endeavour that can become unwieldy when the project team spans several continents. The complexities of communicating across different time zones, cultures and languages can rapidly escalate into challenging issues. If at all practical, a site survey by the team is an excellent opportunity to establish the project goals, communication protocols, as well as review the conditions of the proposed site. In addition, protocols must be established to address time zone differences. One issue that is common to all projects is the deadline. Most large-scale projects involve elements that can broadly fall into two categories: 1. Those events that can be planned for, pre-staged and subsequently controlled (strategic events) 2. Those events that are not, or cannot be planned for (tactical events) Taking the time to detail the scope of the project, its critical path milestones, and those events that will have the greatest impact to the schedule is the first and most important step in the planning effort.
