Robert Jervis begins his contribution to Vaults, Mirrors, and Masks by noting that if 'intelligence is the neglected child of international politics, counterintelligence is the more neglected - and more misunderstood - stepchild' (p.69). This is, by and large, an accurate statement, but incompletely so. It may be true that counterintelligence in Great Britain, in France, in Russia, or in many other places is both neglected and misunderstood, to some degree.
