This essay is composed of a review of two books: The Law of Armed Conflict: Constraints on the Contemporary Use of Military Force, a collection of eight essays edited by Howard M. Hensel, and a monograph entitled Comparative Approaches to Homeland Security and Anti-Terrorism by James Beckman, both new titles published by Ashgate. The attacks of 11 September 2001 on the United States and the international response thereto provide the template for both books, the first considering a variety of issues, in the main from the perspective of international law, the latter focusing primarily on domestic legislation and its interpretation by the judiciary in various Western states.
