Counterterrorism experis with the Pentagon, Energy Department and the intelligence communities must find the proper balance in their approach to conventional and nuclear terrorism to "ensure there is not a gap" that can be exploited by extremists with nuclear ambitions, according to a former top DOE official.rn"There are no clear cut ways to divide these responsibilities," said William Tobey, former deputy administrator for defense nuclear nonproliferation at DOE's National Nuclear Security Administration.rn"That is an issue that has been wrestled with within the government and it is a hard problem," he told Inside the Pentagon shortly after a Jan. 23 event in Washington.rnTobey and Robert Smolen, NNSA's former deputy administrator for defense programs, submitted their resignations this month and have left the agency, according to a DOE source.
