The Pentagon's No. 2 acquisition official wants to stabilize program leadership, offer contractors incentives to deliver systems on time - if not early - and provide a steady funding stream for information technology efforts as he leads reform of the department's IT acquisition process, according to an industry source.rnFrank Kendall, who was confirmed March 8 as the principal deputy under secretary of defense for acquisition, technology and logistics, is spearheading efforts to comply with Section 804 of the Fiscal Year 2010 National Defense Authorization Act, which calls for a new acquisition process for IT systems.
