Congressional proponents of the Joint Tactical Radio System Handheld Manpack Small Form Factor (JTRS HMS) radio and the Warfighter Information Network-Tactical (WIN-T) programs are urging House appropriators to stand their ground on fully funding the efforts when the fiscal year 2012 defense appropriations bill goes to conference. In an Oct. 28 letter to Reps. C.W. Bill Young (R-FL) and Norm Dicks (D-WA), the chairman and ranking member of the House Appropriations defense subcommittee, respectively, the programs' congressional advocates argue that cuts proposed by Senate appropriators could do permanent harm.
