Spending on Pentagon modernization efforts could be temporarily dialed back if Congress does not raise the statutory debt limit this spring, but overall Pentagon operations likely would be insulated from any shocks to the U.S. Treasury that might force a partial federal government shutdown, budget analysts say. The Pentagon has been operating for five months of fiscal year 2011 at lower FY-10 funding levels and bracing for the prospect doing so for the entire fiscal year a budget morass that could be compounded should senior Republican lawmakers, emboldened by victories in the midterm elections, successfully block legislation that would raise the federal debt ceiling.
