With the presidential election behind them, Army leaders are getting closer to implementing a sweeping brigade combat team redesign that has been years in the making, and preparing to announce to Congress the initiative's impact on nationwide installations, according to service officials. Leaders have declined to comment on the timing of upcoming decisions for some time, even though support for the redesign appeared so widespread that its approval was considered almost certain. Some officials have privately pointed to the Nov. 6 national election as one factor in holding back on implementation, arguing that the fallout related to bases across the country was too politically charged to be broached in the run-up to the presidential contest.
