Pentagon acquisition chief Frank Kendall has imposed new requirements on key leaders of the acquisition workforce, giving officials until June 30, 2015, to meet a revised set of qualifications. At issue are officials occupying so-called "key leadership positions," or KLPs. "KLPs require a significant level of authority commensurate with the responsibility and accountability for acquisition program success," Kendall wrote in a Nov. 8 memo. "We cannot afford to add risk to our programs by placing unqualified or unprepared personnel into KLPs." Kendall's memo prescribes a series of requirements KLP holders must meet in the areas of education, experience, "cross-functional competencies," tenure and currency. For example, candidates must have "advanced or related" college degrees, have a minimum of eight years of acquisition experience, demonstrate "executive leadership" and undergo recurrent schooling.
