House Panel Seeks Timely, Accurate Details On DOD Civilian Workforce

In an effort to obtain timely and accurate information on the civilian workforce, House appropriators want the defense secretary to include details on all civilian full time equivalents in the department's quarterly end strength report. In the report accompanying the fiscal year 2015 defense spending bill, the House Appropriations Committee calls for the defense secretary, starting in FY-16, to "include the projected average civilian FTE strength as well as the civilian end strength in its quarterly end strength report." The committee approved the defense spending bill via voice vote on June 10. The appropriators' report notes that the Defense Department's FY-14 budget submission "substantially overestimated the number of civilians that would be employed" by DOD that year, according to the report. Consequently, Congress reduced funding in the operations and maintenance accounts for FY-14.
