A $562 million investment over 13 years by the Defense Department and other government agencies has helped rebuild Afghanistan's collapsing civil aviation system, according to a May 14 audit report by the Special Inspector General for Afghanistan Reconstruction. Despite the successes, the United States did not transition airspace management services to Afghanistan as planned. Additionally, Afghanistan's failure to award a contract to manage those services has left the United States footing the almost $30 million bill until September 2015. Since 2002, DOD has provided the Afghan government with $500 million for civil aviation-related needs. Of those funds $159.2 million went to aviation-related communication, navigation and surveillance infrastructure and operations, the report states.
