A provision in the House Armed Services readiness subcommittee's mark-up of the next defense policy bill would authorize a study of excess infrastructure that could serve as the basis for a future base realignment and closure round. House aides confirmed the thinking behind the provision, titled "Force-Structure Plan and Infrastructure Inventory and Assessment of Infrastructure Necessary to Support the Force Structure," in a background roundtable with reporters Wednesday. "What we're trying to do is get an updated analysis on what that excess is, what is the right force structure we're analyzing that excess against, so that the members of Congress can make an informed decision to move forward with a BRAC in the future," one staff member said. The readiness subcommittee's version of the bill forbids the Pentagon's request for a BRAC round in FY-16.
