COCOM Chiefs: Upping OCO Funds Not Efficient Solution To Budget Woes

Adding billions of dollars to the overseas contingency operations fund as a way to increase the Pentagon's budget without altering the defense-spending caps set by the Budget Control Act of 2011 is not an efficient way to budget, the chiefs of three combatant commands told lawmakers. During a March 19 Senate Armed Services Committee hearing, U.S. Strategic Command chief Adm. Cecil Haney, U.S. Cyber Command chief Adm. Michael Rogers and U.S. Transportation Command chief Gen. Paul Selva told lawmakers that increasing OCO funds to help buttress defense coffers is not the correct way to deal with the budget issues. Long-term planning is necessary, they said, conceding that increased OCO funds, however, was a better option than having less money.
