Kendall: Non-Developmental Items Pilot Authority Is Limiting, Goes Unused

None of the military departments or agencies have used a pilot authority designed to acquire military-purpose non-developmental items (MPNDI) via streamlined procedures, capping off the fourth consecutive year that this authority has not been used since it was established in the Fiscal Year 2011 National Defense Authorization Act, acquisition chief Frank Kendall tells lawmakers in a recent report. "In general, the department finds meeting all of the existing criteria contained in the statute to be challenging and ultimately limits the department's ability to utilize the pilot program authority," Kendall wrote in the Jan. 29 report to lawmakers.
