4th Fleet HQ, program office closures, R&D on chopping block

The teams combing the Navy's future budgets to find billions in savings are considering eliminating 4th Fleet headquarters, consolidating four-star fleet staffs and sundowning program offices, according to Navy briefing slides obtained by Inside Defense. The Feb. 27 slides, created by the chief of naval operations' program division office, outline the tasking for the "operational planning teams" that will spend the next several weeks searching for $40 billion in savings over the next five years. Acting Navy Secretary Thomas Modly directed the review and the teams are expected to report their findings April 7. The slides also elaborate on a memo Modly wrote last month which outlined areas the service would review.
