BPA should be required to file generator imbalance services provisions, say comments

Wind developers in the Northwest last week asked FERC to reject Bonneville Power Administration's omission of generator imbalance services from its open-access transmission reciprocity tariff. FERC should approve the tariff filing with the condition that BPA files the missing elements, they said.rnBPA is not subject to FERC jurisdiction. But to continue to qualify for safe harbor treatment, it must file revised OATT provisions that conform to or are superior to FERC's pro forma tariff. In an October filing (NJ09-1), BPA said it excluded schedule 9 generator interconnection services provisions because it is in the middle of working with stakeholders to resolve generator imbalance issues, in particular, how to integrate wind generation into its control area.
