‘Changed circumstances’ prompt change to Cal-ISO 2011 Southwest blackout settlement

California Independent System Operator will not have to implementcontingency modeling enhancements prescribed by a 2014 settlementto resolve alleged reliability violations that occurred during the 2011Pacific Southwest Blackout, the Federal Energy RegulatoryCommission said in an order approving the grid operator’s request.The grid operator argued in a Sept. 17 motion to FERC that thecircumstances that drove the need for a contingency modelingenhancement (CME) project no longer exist, and that the costs ofimplementing the project greatly outweighed any potential benefits.
