Study Addresses Europe's Scientific Publications System

The European Commission (EC) released a study in late March that examines the European scientific publication system. The actual document, which was dated January 2006, follows the original call for work issued in July 2003. The study can hardly be considered a view of the current situation. Between July 2003 and January 2006, scientific publishing has changed. According to the EC, "There have been significant changes in the landscape over the last 30 years, in particular the rise of [I]nternet use."
