In his 1994 article on "virtual organization," Abbe Mowshowitz laid out a theory of virtual organizing based on notions of simplification, switching, and combinatorial freedom. After nearly a decade the article remains one of the few intellectual beacons in an area of study that is high on speculation and low on theory related to virtual organization design, dynamics, antecedents, and consequences. Given Mowshowitz's notable contributions in the past, we read this book with anticipation of discovering new advance in scholarly thought about virtual organizing. Two major discussions frame this text. The first concerns the impact of communication and information technologies on the future of business (chapters 1-6). The second concerns the social and political transformations that the world may experience as a result (chapters 7-10). The first discussion sits closer to Mowshowitz's roots as a computer scientist and is more fully developed than the second, which consists of modest reach into the realms of sociology, political science, and economics. We found chapters 2 and 6 of the book to be the most impressive. Mowshowitz provides an excellent review of his theory of virtual organization in Chapter 2, carefully and clearly defining basic concepts and their relationships. Core to the theory is the concept of "metamanagement"―an operational view of management whereby there is segregation between needs and need-satisfaction such that managers can creatively design solutions to problems and match satisfiers with needs on a just-in-time basis. Metamanagement is brought to life in Chapter 6, where Mowshowitz describes in vivid terms the operation of the virtual enterprise. Here the text is rich in examples, describing companies that enact metamanagement principles, and the discussion is imaginative as he explores possibilities for forming a vibrant electronic enterprise around the basic concepts of virtual organization.
