An explosion rocks the edge of a downtown area in a mid-size U.S. town. Immediate casualties from a sidewalk cafe near the blast result and dozens of additional people inside the restaurant are wounded from the glass and flying debris. Portions of the building start to ignite due to the blast and heat. Numerous law enforcement, fire, and EMS personnel arrive in response. Incident response and first responder safety is greatly enhanced through the use of broadband data applications, including PDA-based applications that include text messaging and the display of on- scene maps that show the geo-location of all other response units and photographs of crowds and individuals in the vicinity of the perimeter that are sent to federal databases for image recognition analyses against those known to be associated with terrorist activities.
