Tracking initiation problem is a highly difficult issue under low SNR environments due to the insufficient detection performance, In radar tracking, detection performance for target tracks deteriorates under the conditions. In order to overcome the issues, radar detection threshold must be lowered. However a large number of false alarms are detected at the same time and tracking cannot give a full performance due to mis-association. In this paper, we apply Multiple Hypothesis Tracking(MHT) for track initiation in low signal power environment. To improve the association performance, we propose the hypothesis probability calculation method using target SNR information, and two stage signal detection method. As performance evaluation, we compare the track initiation speed of the proposed method and the conventional method by Monte Carlo simulation. As the result, the proposed method can initiate the target track even if the SNR of a target is 3dB lower than a normal target.%低S/N環境におけるレーダによる目標追尾では,追尾開始性能が大幅に劣化する.この問題を解決するためにレーダの検出開値を下げて目標の探知確率を確保すると誤警報が多数発生し,追尾の誤りや誤航跡が多発する.本稿では相関決定の基本アルゴリズムとしてMHT(Multiple Hypothesis Tracking)を適用し,信号電力による仮説信頼度計算の重み付けと二段階信号検出法による聞値制御法により誤航跡の発生を抑え,目標航跡の抽出性能の向上を試みる.性能評価シミュレーションにより,従来よりも3dB低いS/Nでも従来と同等の目標航跡の開始確率が達成できることを確かめた.
