In a fractional base station cooperation cellular network, base station cooperation transmission (BSCT) is performed on some of the users, while non-cooperative transmission (NCT) is performed on other users, depending on which would give higher user capacity. In effect, two types of geographic regions within a cell are formed according to the chosen transmission scheme of users inside the region. These are cooperation regions and non-cooperation regions. In this paper, the cell region partition for FBSC under two fundamental BSCT and NCT schemes (namely BSC block-diagonalization singular value decomposition (SVD), and non-cooperative SVD) is derived based on the predicted received signal strengths from the cooperating and non-cooperating base stations, and the MIMO channel model. This cell partitioning is considered to determine the traffic service for cell planning of an FBSC. Depending on the combination of specific BSCT and NCT schemes, the site-to-site distance and the cell layout, it is possible that either the cooperation region or non-cooperation region occupies the whole cell area. In such case, fractional cooperation is not applicable and the site-to-site distance is either too large or too small. We discuss a method of finding the range of site-to-site distances where fractional base station cooperation is applicable.
