The power controlled IS-95 reverse-link is studied. It is observednthat received signals from multiple links under soft handoff and powerncontrol are not independent but anticorrelated. The cause of thenanticorrelation is investigated through analysis and simulation. It isnshown that due to this anticorrelation, the requirednsignal-to-interference ratio (SIR) to achieve a given frame error ratencan be ~0.7 dB less than previously estimated based on the independencenassumption. Such an observation also leads to a more accuratenreverse-link capacity estimate. Finally, it is pointed out that by usingna postselection power control configuration an additional capacitynincrease of up to 11% is obtained
