Under a proposed rule published September 17 in the Federal Register, the Office of Personnel Managementis proposing to change rules governing probation on initial appointment to a competitive federal governmentposition, performance-based reduction in grade and removal actions, and adverse actions in order to makeprocedures relating to these subjects more efficient and effective. In the view of the American Federation ofGovernment Employees, the Administration wants "to change existing workplace rules to allow employees to bedisciplined or removed with little recourse."
