HUD's Office of Fair Housing and Equal Opportunity (FHEO) has large gaps in the data needed to improve enforcement under the Fair Housing Act, according to a General Accounting Office (GAO) report. The Fair Housing Act establishes a 100-day benchmark for completing investigations of discrimination complaints, which FHEO and 100 state and local fair housing assistance (FHAP) agencies often fail to meet, the report says. The report notes that as of September 30, 2003, 1,611, or 39 percent, of open discrimination investigations, were over 100 days old. The typical time to complete the investigations during the 1996-2003 period reviewed was more than 200 days, with some cases taking much longer.
