PHAs can use Section 8 project-based vouchers (PBVs) to help the homeless or other hard-to-house families while meeting other objectives, such as maintaining a high voucher utilization rate, said Debbie Canavan Thiele of the King County, Wash., Housing Authority (KCHA), at the recent National Association of Housing and Redevelopment Officials (NAHRO) conference. As a Moving-to-Work (MTW) agency, the KCHA has been able to administer PBVs under more flexible rules than the current HUD regulations, but Thiele noted that the new PBV rule may provide enough flexibility for more PHAs and developers to participate.
