The Provo City Housing Authority (PCHA) is using a combination of low-income housing tax credits and historic rehabilitation tax credits in a $4.9 million redevelopment and reuse of the Maeser Elementary School, built in 1891, into 31 units of affordable housing for low-income seniors. The city also used a special project redevelopment zoning overlay to provide flexible zoning for the development. The PRO zone provides a flexible regulatory tool for redevelopment in older areas of the city known as pioneer neighborhoods, although it can be used in other areas. The PRO zone is meant to provide land use and design standards tailored to specific areas which must be approved by the city council as a specific amendment to the zoning law that sets out the standards for the development. PRO zones are categorized according to "B" for business, "A" for apartment or other multifamily use, or "R" for residential for single-family housing.
