IRS Issues Guide for State Agency Form 8823 Reports of Program Noncompliance, Building Disposition

The Internal Revenue Service has issued its long-awaited guide for state agencies to use in filing Form 8823 noncompliance and building disposition reports for the low-income housing tax credit program which includes positions beneficial to owners. "The guide is very taxpayer friendly," said Grace Robertson, an IRS senior program analyst who oversees the tax credit audit program. "Taxpayers will find there are some very favorable rulings, positions, or interpretations to allow a taxpayer to correct their own noncompliance without even having an 8823 filed."
